Interducing the quality of social services Standards

Resume The disertation is conceived as a case study focused on the influence of introducing the quality standards of social services in a daily centre for people with mental and combined disability. It deals with the theoretical outline of the issues, particularly The Law of Social Services n. 108/2006 in the current version of later phrasing and amendment, and the quality standards of social services in relation to mentally disabled people. It also concerns with the formation of the Diakonie of the Czech Protestant Church, the Ratolest Centre in Prague and the evaluation of practical results of the introducing of the quality standards of social services in daily work of the concerned centre from the point of its staff and ordinary practice. The work on the standards in Ratolest Centre can be devided in three main stages. The first stage concerns the years 2004-2007, when the standards were intensely but not continually worked on. The work was primarily organized by one member of the staff and the management of the Centre. In this phase it meant mainly changes of practical dealing and communication with the clients. The methodology was worked out according to the momentary need, in methodological issues was no uniting character and respecting the standards was dispersed in different documents. On this stage...

Czech Law concerning work safety in high school laboratory in the Czech Republic is constantly changing, while these changes in the law might go unnoticed by high school teachers. These teachers are often not informed which law is currently in effect and if it has any impact on their teaching in chemical laboratories. Therefore, this work presents compiled laws that influence teaching in chemical laboratories, translates their meaning into comprehensible sentences and then puts them together to a summary of these laws. To keep this information up to date, a basic web design is included in this work that will be put on web www.studiumchemie.cz, where it will be actualized by author of this thesis. On this web high school teachers will have the opportunity to easily access both original formulations and translated meaning of the law. Qualifications prerequisites contained in Act No. 137/2006 Coll., on Public Contract, as amended (hereinafter the "Act"), from the perspective of the judicial-making practice

This rigorous thesis deals with the fulfillment of qualification prerequisites from the perspective of Act No. 137/2006 Coll., on Public Contract, as amended (the "Act"). The aim was to analyze the various kinds of qualifications in terms of the practice of courts and the Office for Protection of Competition. The author also dealt with the legislative changes brought by Directive 2014/24/EU. Act distinguishes four basic types of qualification prerequisites. These are basic, professional and technical qualifications prerequisites and a solemn declaration of the economic and financial capacity to perform a public contract. The interpretation of the provisions of the Act serves the fundamental principles of the procurement procedure, i.e. the principle of equal treatment, non-discrimination and transparency. Based on the analysis of different types of qualifications prerequisites author proposes de lege ferenda following changes: extension of the basic principles of the procurement procedure on the principles of reasonableness and objectivity. Effect of Act No. 206/2009 Coll. to community planning of social services in the Liberec region.

Diploma thesis "Effect of Act No. 206/2009 Coll. to community planning of social services in the Liberec region" deals with the influence of the Amendment to the Social Services Act No. 108/2006 Coll. on cooperation between local, regional and state level in social services planning in Liberec region. The thesis builds on the concept of civil society, principles decentralization and deconcentration and also relies on the theory of bureaucracy and public policy networks theory. In the thesis is used qualitative research approach. The chapters analyze community plans of social services in municipalities of Liberec region and also the mid-term developing plan of social services for the Liberec region. Based on document analysis are summarized Liberec region activities in the area of planning social services. There are evaluated semi-structured interviews made with actors of planning of social services, which explain the cooperation between three levels of governance (municipalities, region and state), the effect of political influence on the planning of social services and also understanding of the Act No. 108/2006 Coll. and its Amendment. Act No. 108/2006 Coll., on social services and bureaucratization of the activities of NGOs This thesis deals with the Social Services Act (No. 108/2006 Coll.) in the context of the bureaucratization of the activities of nongovernmental organizations (NGOs) that are providers of social services. The first order of business is to answer the question whether the law contains elements of the bureaucracy, which the law establishes in the activities of social services providers. A second related objective is to determine whether NGO consider the elements of bureaucracy contained in the Act on Social Services as the main obstacles for the way they operate and whether in connection with their introduction observe within their organization typical dysfunctions associated with the process of bureaucratization. Theoretical background and set of research tools are based on R.H. Hall's research in the field of dimensional analysis of elements present in the structure of bureaucratic organizations. As a research method to achieve the first objective is used quantitative content analysis. Assistance of dignified life for the elderly - Social services in field

Diploma Thesis "Assistance of dignified life for the elderly - Social services in field" is focused on the field of social services for the elderly, which's main function is to enable seniors to remain as long as possible at home, despite difficulties with self-sufficiency and independence, leading to a better quality of life. Due to the aging of population and new trends in the way of care for the elderly, it was necessary to fundamentally change the way of this kind of care in the Czech Republic- the current requirements are quality of life, individual approach and subsidiarity. To create the background leading to providing quality services and care, there was the need to change the law. In 2007 came into force the Act 108/2006 Coll. on social services, which changed the setting of social services, their definitions, rights and responsibilities, funding, but also shifted the responsibility for providing services and quality control on the region, as well as for the availability of services. At the same time steps have been taken, which should support the market behaviour of service providers to achieve their accessibility, affordability and quality.
